California's Construction General Permit (Order 2022-0057-DWQ) is one of the most rigorous in the nation. It uses a tiered Risk Level system (1–3) that dictates BMPs, inspection frequency, and numeric effluent limits. All NOIs, SWPPPs, inspection reports, and annual reports are submitted through the SMARTS online portal. A QSD must develop the SWPPP; a QSP must conduct inspections.
